I am about to replace the pine straw in my plant bed with stones. Are there certain plants or flowers that that work better in that environment?

That's a good question! The rocks will reflect and hold heat so you'll want to concentrate on those which thrive in hot conditions. Here are a few suggestions:
Annuals

Blue Eyed Grass
Desert Bluebell
Lobelia
Strawflower
Summer Savory
Sweet Alyssum

Perennials

Balloon Flower
Dwarf Lavender
English Daisy
Forget-Me-Not
Wallflower
Penstemon
Phlox

There are others, of course, but the above plants seem happiest where there is good drainage and reflected heat.

Best wishes with your garden!
