I would like to plant shrubs next to my fence to give my some privacy from neighbors. I want them to be up to if not more than 20feet and not more than 10 feet wide and would like them to grow fast. Is that asking too much

You might look into the upright, narrow (columnar) arborvitaes for that size range and a relatively fast growth rate -- evergreens as a group are fairly slow growers. However, it would be better to plant them away from the fence so that air can circulate and sun can reach the base of the tree all the way around.
