LOOKING FOR A SMALL/MINIATURE CHRISTMAS TREE-LIKE EVERGREEN. FOR FOCAL POINT IN PERENNIAL GARDEN.

Based on your description, the dwarf Alberta spruce sounds like the perfect choice. It is very slow growing and eventually you can keep it at the desired size by pruning often. Another option might be a boxwood or holly, however that is a broadleaf rather than needled evergreen.
