My Ilex Glabra bushes are about four feet tall but very sparse and leggy. Is there any way to get them to grow fullness at the bottom? Thanks.

This habit is fairly typical for Ilex glabra, unfortunately, especially if grown in a shady location. Shearing can help increase density at the base, but over time the natural shape is leggy and somewhat spreading at the top.
