If you are starting a new lawn, first off you would want to run some basic soil tests and check the fertility and pH of the existing soil. Your soil preparation would be based on the test results, and you would also want to add ample amounts of organic matter to the existing soil. Grass roots reach down about six inches, so you need to loosen the soil down about that deep. Top soil is not a regulated material so it is usually better to work with the existing soil and add organic matter such as compost to it.
