Used Vigor Step 1 and over fertilized and turned the grass yellow. How can we get it back to having a green lawn? Getting ready to us step 2 in May.

Unfortunately, you may have killed the grass by "burning" it with the excess fertilizer. Sometimes the excess can be leached through the soil by heavy watering or ample rain, but if the lawn continues to yellow then it may be beyond repair. I would strongly suggest you consult with your local Penn State county extension and have them help you determine the extent of the damage and how to proceed from here. I'm sorry I can't be more encouraging.
