I bougth a dwarf JH Hale peach tree - it is not a self pollinator can I use a dwalf elberta peach as a cross pollinator?

Unfortunately, Elberta is not considered a good pollinator for JH Hale. Apart from that you could use any other peach (except another Hale.) Your local county extension may have some suggestions based on varieties known to have the best chance of doing well in your local area.
