Indian hawthorn is typically easy to grow so I'm not sure why yours isn't blooming for you. They will grow in full sun to part shade and need to be watered regularly. If yours isn't getting at least a half day of full sunshine, it may be reluctant to bloom. Also, if you've been regularly fertilizing, it may be getting too much nitrogen, especially if it is planted near a lawn that's regularly fertilized. Too much nitrogen encourages lush green growth at the expense of blossoms.
