Wish I could provide a long list of plants that won't attract bees, but if you have flowers, you'll likely have bees in your garden. If you positively do not want bees, plant things that do not flower. Coleus, hosta (does send up a flower spike but you can cut it off), ferns, etc. If you install a drip system, the plants will be happy on a small amount of water. You might look in the garden center for other plants which do not flower.

Best wishes with your garden!
