This depends on the plant and its microclimate as well as what you would consider damage. If you had planted annuals that do not tolerate frost, they are probably dead. If your hostas had leafed out quite a bit then they are killed back to the ground but should releaf in a month or so. Some deciduous woody plants suffered foliage damage as well tip damage to the branches, some may have lost flowers or flower buds.... in some states the nurseries and growers reported extensive damages at very high dollar amounts. This is a very broad question.
