My yard on the east side of my house stays wet due to the fact the neighbors lot is higher than mine...I do not like the wet ground of course, but the more serious problem is that during heavy rains much water runs under my foundation..What is the most practical way to fix this? Thank you. muriel richey

Based on your description I would suggest you consult on-site with a trained professional such as a degreed landscape architect or engineer with experience in drainage and grading. Solving this could be relatively simple or it could be very complex. For example, the water may need to be diverted at a spot uphill to prevent it running towards your foundation, or you may need to install a drain system to prevent it accumulating. Water can be very damaging so it is best to get solid professional advice in evaluating your options. I'm sorry I can't advise you more specifically long distance.
