I have a large bag of potting soil from last season. Can I use this soil to start seeds and mix with ground soil to start bulbs?

You can use the potting soil straight out of the bag, or mix it with garden soil in your bulb bed. Potting soil may dry out a bit, but it won't degrade in a single year. Best wishes with your garden!
