Some groundcovers to consider would include low growing junipers, creeping thyme, phlox subulata, tawny daylily (Hemerocallis fulva), and low growing sedums. Of these, the daylily would prbably grow the fastest. When you plant in this type of location, it is important to prepare the soil by adding organic matter and to mulch the plants with several inches of organic mulch. The mulch will help keep down weeds and keep the soil more evenly moist, it will also help feed the soil as it breaks down over time. You will also need to water the plants while they are becoming established as this type of location tends to be hot and dry as well as intensely sunny.
