There is advertized a plumbago BUSH, which grows to several feet high. There is, also advertized, a ground cover identified as

Common names like plumbago can be confusing. The groundcover you want is botanically called Ceratostigma plumbaginoides and it is usually sold as a perennial. Your local store may carry it or if not, you could try mail order form sources such as Bluestone Perennials, for example.
