When is the optimal time to plant a magnolia tree in this area and how much room should you leave for growth?

I am sorry for this delayed reply to your gardening question. The spring rush has brought a deluge of questions and we are working hard to catch up!

Fall through spring is optimal. You can do it now if you take care to keep the roots moist but not soggy for extended periods of time. Depending on the variety the spacing can vary a lot. For a full sized type magnolia I would not plant them closer than about 25 feet.
