I am sorry for this delayed reply to your gardening question. The spring rush has brought a deluge of questions and we are working hard to catch up!

It is probably due to either dry or soggy soil depending on which extreme you all have been experiencing there. I suggest you take some photos and/or samples to your County Extension Office to see if they see anything to indicate the actual cause. They can then make an appropriate recommendation for fixing the problems.
