my petunias have been in the ground for well over 3 weeks. They have not done a thing. They bloom, but foliage is not growing. What do i need to do

It sounds as though they are working hard to get their roots established. Flowering is nice, but growth is important, too. To encourage new stems, pinch off the faded flowers (along with a few inches of stem). Wherever you pinch, your petunias will develop two new stems.

Best wishes with your garden!
