i would like to plant a vegtable garden .. ,but i have seen woodchucks in the place wherei plan to plant the vegetables... how do i start seeds in side

Woodchucks can be destructive in the garden and can also be dangerous around people. They are wild animals, unpredictable, and can inflict serious bites. You may want to contact your local animal control about the woodchucks. In the meantime here is more information about them, including the specifications for a fence to keep them out of a garden area.
