I have grass growing through the mulch in my flower bed. I am about to plant bulbs. Is there a way to kill the grass without poisoning the soil?

You can kill the grass with a vegetation killer such as Round-Up. Use as directed on the product label and there won't be a problem with it being transported into the soil or leaching beyond where you've applied it. Be careful - it's a vegetation killer and will kill everything it touches.
