What can I do to keep the beetles off my rose bushes?

Japanese beetles are a difficult problem. You can use beneficial nematodes or milky spore treatments on the soil and lawn to try to limit the immediate population at the grub stage. Sprays containing neem may repel the beetles, but you will need to apply and reapply regularly. The pheromone traps attract them so are not recommended. I wish I could be more encouraging.
