When planting the Arbovitae, are you supposed to remove the burlap sack or plant it with the burlap sack still around the roots?

I would remove the burlap prior to planting the arborvitae. Although the burlap is supposed to decompose over the years, I find that removing it prior to planting allows the roots to become established much faster, resulting in a healthier shrub.
