I have received Clarkia elegans 'apple blossom' seeds (from Thompson and Morgan, not Burpee) and there is no information given for starting seeds indoors. Can you help on this one?

Sure. Clarkia seeds are best sown directly in the garden, as they produce sturdier plants there. But, if you want to start them indoors, they'll take about 20 days to germinate. No special treatment is needed, just sow the seeds in moistened seed-starting mix, cover slighly, place plastic wrap over the tray, and put the tray in a warm place like the top of the refrigerator until the seeds germinate. Then remove the plastic and put the tray under a source of bright light until you're ready to plant the seedlings outdoors.
