| Based on your description I am not certain what is happening to your shrubs. The symptoms sounds a bit like there might be root damage due to overwatering, but arborvitaes are fairly tolerant of damp soil. I would suggest you consult with your local Penn State extension to try to obtain a more specific diagnosis and then once you know that, decide how to proceed.
