Question: my emerald green arborvite are turning brown at the bottom and the tops are limp and drooping. i planted them last fall.

Answer: Based on your description I am not certain what is happening to your shrubs. The symptoms sounds a bit like there might be root damage due to overwatering, but arborvitaes are fairly tolerant of damp soil. I would suggest you consult with your local Penn State extension to try to obtain a more specific diagnosis and then once you know that, decide how to proceed. I'm sorry I can't be more specific long distance.
