Our Persimmon Tree has suddenly gotten all of these little

I am sorry for this delayed reply to your gardening question. The spring rush has brought a deluge of questions and we are working hard to catch up!

The bumps on the persimmon leaves is most likely some type of gall caused by an insect. These do not pose a threat to the plant and there is not a practical way to try and control them. The loss of fruit is due to some other cause such as lack of pollination, drought stress, soggy soil causing root stresses, chemical damage from a weed killer, etc. Time and good care is the best remedy for this type of problem.
