A hard pruning will ruin the naturally graceful and symmetrical shape of this shrub, so if it is truly overgrown you may want to consider replacing it with something that will mature to a size better suited to the spot. The best time to prune would be late winter to very early spring before it begins to grow for the year. I would not recommend cutting this shrub back to the ground to renew it.
