What would be the best type of grass seed to purchase to achieve a deep blue grass that will grow and last in this area? We have lived here for 3 years and nothing has worked! Our yard as well as our neighbors are bare. Please advise.

You are in what we call a transition zone as far as turfgrass types are concerned. This makes it difficult to have a green lawn all year around because grasses are typically either cool season or warm season grasses. To have a green lawn all year around you'll want to have a combination; bermuda grass for summer, overseeded in the fall with fescue or ryegrass for winter months. Tall fescues are the best pure blend for your area, but they remain green only 8-9 months of the year. If winter dieback isn't important to you, then I'd recommend seeding with tall fescue.
