What is the best mulch to use for veggies such as tomatos, cukes, onions, peppers, squash, etc?

I prefer using an organic mulch (compost, aged-manure, shredded leaves, or straw) so when the growing season is over the mulch material can be dug into the soil to further improve the soil in anticipation of next year's garden. If you're on a budget, you can use several thicknesses of newspaper as mulch, which can also be tilled in at the end of the season.
