My palm is turning yellow but I have only had it 3 weeks and only watered 1 time.

I think I've identified the problem - you aren't watering quite often enough. Palms should be watered deeply at least once a week. If planted outdoors, soak the soil by applying water slowly so it can trickle down and wet the entire rootmass. If it is in a container (indoors or out), apply enough water that it flows out the drainage holes in the container and water as soon as the top inch of soil feels dry to the touch.
