Will trimming the tops of ligustrum hedges
make the lower limbs grow and become thicker?

I am sorry for this delayed reply to your gardening question. The spring rush has brought a deluge of questions and we are working hard to catch up!

Trimming the tops will encourage regrowth but not necessarily in the lower areas. Keep the tops of the shrub narrower than the base to allow light to the lower areas and this will help any branches in those low areas to be healthy and grow more vigorously.
