when the flowered vine becomes to heavy and tips over or when the flower has withered, do I cut the bottom of the flowered vine to promote faster blooming?

Yes, when the flowers are spent, cut the flowering stalk down to foliage level. Your foxglove should produce one or two new flowering stalks later this season.
