If given a stem of rose bush from a neighbor, what can be done to get root to be able to plant at some time. Can this be done?

It is sometimes possible to root a cut flower stem. (Some types root more easily than others.) It would be handled similarly to any tip cutting. Here are directions on how to do that. You may need to cut and paste the complete url into your browser to make it work correctly.
