My banana plant is growing leaves from the top, but older leaves are discoloring and looking ugly. Underneath, I see tiny bugs -- some of them are green and are camouflaged -- so easy to miss; others are like dots the size of periods.

What do I do to improve the health of my plant?

Unfortunately, based on your description I am not certain what is affecting your banana tree. I would strongly suggest you consult with your local Rutgers county extension and see if they can diagnose the problem(s) for you. Based on knowing that, they can recommend what to do next. If a chemical control is needed, they will have the most up to date information on what to use and how/when is best to apply it for maximum results. I'm sorry I can't be more specific for you long distance.
