Here are a few ideas:
Caryopteris, Low growing, mounded shrub. Showy deep blue flowers in summer.

Fothergilla; Dwarf mounding shrub with fragrant white flowers. Fall leaf color is brilliant yellow to orange to scarlet.

Philadelphus x lemoinei 'Manteau d'Hermine' (Mockorange) HT 2-3', SP 2-3', SUN
A low growing, graceful mounding shrub loaded with double, creamy-white flowers in early summer. A fine textured plant with fragrant flowers.

Philadelphus x 'Snowbelle' (Mockorange) HT 3-4', SUN
A low growing mock orange with a compact habit. Loads of double, fragrant, pure white flowers.

Potentilla fruticosa 'Abbotswood', HT 2', SP 3', SUN
A nice mounding small shrub with showy white flowers. Excellent when used in large groupings. Blooms all summer. Stays small without pruning.

Rhododendron 'Orchid Lights' (Deciduous Azalea ), HT 2-3', SP 2-3', SUN/PART SUN
Soft lilac colored flowers cover this dwarf, compact plant when in bloom. Earliest flowering of the 'Lights Series' of deciduous rhododendrons.

Rhus aromatica 'Gro-low' (Fragrant Sumac), HT 2-3', SP 6-8', SUN Excellent for mass beds and bank control. Fragrant small flowers followed by red hairy fruit. Ends each season with wonderful scarlet to orange fall color.

Spiraea fritschiana 'Pink Parasols', HT 2-3', SP 3-4', SUN
Bluish-green foliage tinged with red turns a yellow-orange-red color in the fall on this groundcover spirea. Umbrella-like blooms of big, fluffy, pink flowers cover this shrub in June. Great for mass planting.

Spiraea japonica alpina 'Daphne'(Daphne Spirea), HT 12-15", SP 2-3', SUN
A wonderful low growing, spreading spirea which gets covered with delicate pink flowers each June. Much commented on in our shrub border.
