Have you considered Pyrus kawakamii (Evergreen Pear)? This is a small evergreen tree (Height: 15-30'; Spread: 15-30') with a moderate to fast growth rate. It has a smallish root system and is often planted along parking strips and sidewalks because of its well behaved roots. The leaves are dark green and glossy and the nNew foliage has a reddish tinge. White flowers in clusters 1" across, bloom February-March. It will grow in sandy or clay soil.

Hope this works for you!
