Based on your description I am not certain what is happening with your hydrangea. Since your others bloomed, you must be providing good care and correct pruning. That leads me to suspect it may need more sun -- bright dappled light all day or direct morning sun -- in order to bloom. Or, it may need additional fertilizer and water for example if it is competing with greedy tree roots. Or, it may be in a less protected location where oscillating temperatures and spring frosts are more likely to damage the buds early in the season. I hope this helps you trouble shoot.
