My neighbor has a fir tree located by her fence that adjoins our yards. So many pine needles fall into my yard that no grass will grow there. What can I plant there that will grow?

Root competition and shade can make it difficult to grow lawn under evergreen trees. You might try a groundcover such as epimedium or English ivy, or perhaps Vinca minor or even hostas if it is not too dry there. Water as needed to keep the soil evenly moist while the plants become established. Leave the pine needles in place to serve as mulch.
