Do I need a cage for tomatoes,cucumbers,or cantaloupe and these be grown in pots on an apartment balcony?

You will need to provide a support for vining plants such as indeterminate tomatoes, yes. You might look for bush varieties of cucumbers as a space saver. In general, melons are very difficult to grow in containers because they need steady soil moisture and the plants tend to be pretty big. But, sometimes you can improvise a trellis for the vine and then support the melon in a sling made from an old tee shirt or other soft fast drying fabric.
