Pests on 2 year-old Pecan Tree - Knowledgebase Question

I have some sort of pest affecting the newest growth on a 2-yeard sapling Pecan tree. It is sort of powdery and black. I tried a general fungus/pesticide spray but to no avail. Last year I trime the branches due to it's age and height. What suggestions do you have?

Without seeing the problem I can't really diagnose it and provide treatment suggestions. Since you know exactly what the problem looks like, you might want to visit the Texas A&M website (http://pecankernel.tamu.edu/di...) that discusses insect and disease problems of pecan trees and has lots of photos.
