Unfortunately, based on your description I am not certain what is happening to your tree. It sounds a bit like drought stress causing premature coloration and leaf loss, possibly related to root damage or a change in grading or now maturing encircling roots, or something like that. However, birches can also yellow due to chlorosis if the pH is not acidic enough, or if there is a problem with mites or certain other pests/diseases. I would strongly suggest you consult with your local county extension to obtain a firm diagnosis, especially since you lost a tree last year. If a chemical control is needed they will have the most up to date information on what to use and how/when to apply it for maximum results. I'm sorry you are having trouble with your tree.
