There are a number of heat tolerant plants you can grow in Phoenix. Keep in mind that plants in containers tend to dry out pretty fast in the summer heat, and their roots can bake if sun hits the containers directly. Try grouping your plants to help shade the containers. Here are a few to consider:
Agave colorata (Mescal Ceniza);
Agave parryi var. truncata (Mescal Agave);
Aloe ferox (Tap Aloe, Bitter Aloe, Cape Aloe);
Aloe vera (Medicinal Aloe);
Aquilegia chrysantha (Golden Columbine);
Asclepias subulata (Desert milkweed, Ajamente);
Asparagus densiflorus 'Myers' (Myers Asparagus);
Cereus hildmannianus (Queen of the Night);
Cycas revoluta (Sago Palm);
Cylindropuntia acanthocarpa (Buckhorn Cholla);
Dasylirion wheeleri (Sotol, Desert Spoon);
Dietes vegeta (Fortnight Lily, African Iris);
Echinocactus grusonii (Golden Barrel);
Echinocereus engelmannii (Strawberry Hedgehog Cactus, Hedgehog Cactus);
Echinopsis huascha;
Echinopsis oxygona (Easter Lily Cactus);
Hesperaloe funifera (Giant Hesperaloe);
Hesperaloe parviflora (Red Yucca);
Muhlenbergia rigens (Deer Grass);
Opuntia basilaris (Beavertail Cactus);
Opuntia ficus-indica (Prickly pear, Indian Fig, Nopal);
Opuntia phaeacantha (Engelman's Prickly Pear);
Opuntia santa-rita (Santa Rita Prickly Pear);
Pachycereus marginatus (Central Mexico Organ Pipe, Organo, Jarritos);
Pachycereus schottii (Senita, Whisker Cactus);
Penstemon eatonii (Firecracker Penstemon);
Penstemon parryi (Parry's Penstemon);
Penstemon pseudospectabilis (Desert Beard Tongue, Canyon Penstemon);
Penstemon superbus (Superb Penstemon, Superb Beardtongue);
Yucca aloifolia (Spanish Bayonet);
Yucca baccata (Banana Yucca, Datil Yucca);
Yucca brevifolia (Joshua Tree);
Yucca elata (Soaptree Yucca);
Yucca rigida (Blue Yucca, Palmilla);
