Why are my lavender plants thriving(big and bushy) but failing to bloom?

You may be killing them with kindness. Lavender is a mediterranean plant that likes full sun, lots of heat, and poor soil that's on the dry side. So, don't water so often and don't feed it (feeding promotes lush growth at the expense of flowers) and it should respond by sending up flower stalks later in the summer.
