The Q&A Archives: Bugs on oleanders

Question: We have 10 oleanders in bloom. They keep getting a bug on them - description: long, skinny black flying bug, 1/2 an inch long with an orange belly. It's back is black with orange on it. They appear to be eating the leaves. We spray them with malathion which eleminates them for approximately 2 weeks, and then new ones return. What are they? Are they harmful? How do we control them?
