With the late freeze we had in our zone some of my crepemyrtles have a lot of dead woody growth at the top and green at the bottom. Is it safe to cut all of this off?

Yes, I'd prune off everything that is obviously dead so your crape myrtle can begin replacing the lost branches and foliage. Since crepe myrtles bloom on the current season's growth, you may even get a late flush of bloom. Hope so!
