Is summer an OK time to prune pine trees in zone 4?

Pines do not withstand heavy pruning at any time of year. If you prune it back to bare wood, it will not resprout so you will have permanent bare stubs. If you need to limit size, break off half of each new growth tip or "candle" in early spring. This will shorten the new growth for the coming year. It will also make the tree grow denser. Broken or damaged branches can be tidied as soon as they happen. I hope this answers your question.
