I am sorry for this delayed reply to your gardening question. The spring rush has brought a deluge of questions and we are working hard to catch up!

The best time is the fall season. After that is late winter and then spring. You can plant in summer but the stresses are greater and you'll need to be very careful watering so as to keep the soil in the root zone moist without overdoing it and killing the plant with soggy, poorly aerated root conditions.
