Is it a good idea to prune the limbs back? When and how much?

Not only can you prune a pussywillow, you should prune a pussywillow! The decorative little catkins are formed on new wood. So, if you don't prune your shrub back, it won't put on a very good early spring display. Pussywillows are vigorous growers and should be cut back hard every three or four years. In between, cut some of the branches back in the spring after blooming, so the plant will put on new growth that will produce blooms next spring.
