Jackie,

Any mulch that covers the soil to a depth of 2 or more inches will block out sunlight and therefore discourage weed seeds from growing. Perennial weeds, which sprout from underground parts of the plant, will come up through a mulch. I like to put down newspaper 6 sheets thick. Overlap the edges to form a solid cover and spray the paper with a water hose as you lay it to make is stay down. Then cover the paper with some type of mulch and you'll have good weed control for the remainder of the growing season.
