Rose bush doesnt have leaves from the bottom to top bare from the bottom then leaves half way up the rest of the way

Depending upon the type of rose bush you're growing, it could be quite normal. Hybrid tea roses have more foliage, especially if they are pruned down to 18-24" each spring. New growth begins there and typically the shrub looks dense and leafy. If you're not pruning your roses each spring, this could account for the leggy appearance.
