I want to use mulch around my bulbs and perennials. Do I place mulch outside the area of the plants, inside area of the plants or both?

You can spread mulch up to within a few inches of the stems of your plants. If you place mulch too closely to the plants, it can hold too much moisture against the main stems and cause diseases. A few inches of air space between the mulch and the crown of the plants will be fine.
