the leaves on the top of my tree have turned over and sagging. The tree is about 3 or 4 months old.

Lloyd,

Such symptoms usually indicate a root problem. Dry soil, soggy wet (poorly drained) soil or another root problem can cause such wilting of the topgrowth, especially the parts farthest from the roots. You might want to take some photos and perhaps a plant sample to your County Extension Office and see if they can identify the problem and if possible prescribe an appropriate remedy.
